After obtaining a law degree from the Faculty of Law of Nice, David Capitant continued his studies at the University of Paris 1 Panthéon-Sorbonne where he obtained a master’s degree in public law. After a year’s internship at the Bundestag and at the Bonn Law Faculty, he undertook the writing of a doctoral thesis on the « legal effects of fundamental law in Germany » under the supervision of Professor Michel Fromont. He spent time at the Max Planck Institute for Comparative Public Law in Heidelberg. After defending his thesis in 1996, he was recruited as a lecturer at the University Paris 1 Panthéon-Sorbonne. After passing the 1998 national competition for law professors (agrégation), he became professor of law at the University of Lille 2, where he was director of the Institute of Judicial Studies, and then at the University of Paris 1 Panthéon-Sorbonne since 2001.

At the University of Paris 1 Panthéon-Sorbonne, David Capitant is Director of the German Law Centre and the Department of Comparative Law of the Sorbonne Doctoral School of Law. He directs the Master of French and German Law organised in collaboration with the University of Cologne and the European Master of Governance and Administration (MEGA) organised in collaboration with the National School of Administration (ENA), the University of Potsdam and the Humboldt University of Berlin, the University of Administrative Sciences of Speyer and the Federal Academy of Administration (BAköV), as well as the Doctoral College of Comparative European Public Law at the Universities of Paris 1 Panthéon-Sorbonne, Speyer, Strasbourg and Freiburg, in association with the University degli Studi of Milan.

He teaches general administrative law, public business law, internal market law and European litigation in particular. He is a member of the Board of the Centre for Comparative Law of the Sorbonne, of the Board of Directors of the German House of the Cité internationale universitaire de Paris, of the Council of the Interdisciplinary Centre for Studies and Research on Germany (CIERA).

From 2002 to 2005, David Capitant was Secretary General of the Société de législation comparée. From 2009 to 2012, he was appointed member of the Conseil supérieur des tribunaux administratifs (CSTA) by the President of the National Assembly as a qualified personality.

David Capitant was President of the Franco-German University from 2016 to 2020.

He is a member of the board of directors of the Fondation pour le droit continental, the board of directors of the GIP Justice Coopération internationale and the scientific committee of the Paris Bar School.

He is chairman of the l’Association Réalités et relations internationales and member of the Franch6german Academy of Paris.

In 2015, he was awarded an honorary doctorate by the University of Cologne.
